…except those aren’t Eisenhower’s only medals. He chose to wear only his top three which is petmitted in certain circumstances.

What Lisa said. Military members often have the option of wearing the top row of their ribbon bars in regular work situations. (Wearing all those ribbons every day wears them out, and it’s a pain to buy and build a new set of ribbons, especially after many years of service when the ribbons are many rows deep.) The full set of ribbons is worn for more formal occasions or on more formal uniforms. Small or large medals are worn for more formal occasions.
Also, in a 20-year conflict, one person is probably not responsible for everything that went wrong (or right, for that matter). Not even the Commander-in- Chief should be held to that standard, because of presidential term limits.
