I don’t know where else to ask it, so I’ll ask it here. In the report linked below, Cardinal Fridolin Ambongo Besungu, president of the Symposium of Episcopal Conferences of Africa and Madagascar (SECAM), discusses a document he signed called “No to the Blessing of Homosexual Couples in the Catholic Churches”. He says, “I signed the document as president of SECAM on behalf of the entire Catholic Church in Africa. And the prefect of the dicastery signed it, not the document that was made public, but the document that we keep in the archives.” Am I reading this right? Is there a document being kept in the archives that has not been released to the public? Why wasn’t this released to the public, and why is no one asking to see the document or any news organizations or bloggers asking about that document?
