Hey Dutchman, et al,
First, congratulations on what has mostly been a very respectful, intelligent conversation. This was really enjoyable to read due to the fact that it remained reasonable.
Just a point of clarification: These days PSAs are not run only in unsold inventory time. There are actually scheduled spots in which PSAs are placed, and stations are legally required to fill a certain percentage of their air time with PSAs. Now, the truth here is that if you want a specific message and a certain spot length, like the one we are discussing, THE SPOTS ARE NOT FREE. PSAs are short and most commonly written by the promotions department so as to fulfill legal requirements and fit the scheduling of the stations.
My guess – and it is only a guess – is that this is where the money issue comes in. I would be willing to bet the sponsoring federal agency pays for the media time.
I know this because I place PSAs as part of owning an agency and I can tell you that I would have some THRILLED non-profits if we could place full-length PSAs, but we would have to pay to place them.
Again, though, even though I tend to agree with the nanny-statish perspective on this whole thing, I would thank you for what has been mostly a very refreshingly intelligent conversation!
