There is a similar reality check when a budget is not passed, and the President orders the Federal government to "shut down." The nation's borders are still defended, our soldiers still fight overseas, and the mail is still delivered (including everybody's Social Security checks, right on schedule). On the other hand, you'll have to wait to get your passport renewed, because that's part of the forty percent of the Government that is actually shut down.
